Actually we are doubleminded about the charecteristics of a dog like Vhibhishan in Ramayan. We appreciate his Ram Bhakti on one hand and on the other hand we cricise him by saying 'Ghar ka Bhedi Lanka Dhaye.' Same with the dogs too. We often say for a loyal man 'Vafadar as dog' but we never miss to describe a mean person like a dog.
yes, u r right 'gaali nahen hai kutta' but its shameful for a dog if we call a human being a dog.
